What is the Wildlife Crime Control Bureau (WCCB)?
Wildlife Crime Control Bureau (Bureau of Wildlife Crime Control) also known as WCCB is a statutory multi-disciplinary body established by the Government of India which is the Ministry of Environment, Forest and Climate Change in India. Works under and helps prevent organized wildlife crimes in the country.
Wildlife Crime Control Bureau (WCCB) headquarter is in New Delhi and has a total of five regional offices in Kolkata, Mumbai, Chennai and Jabalpur apart from New Delhi. Apart from this, three sub-region offices at Guwahati, Amritsar and Cochin and five border units are located at Ramanathapuram, Gorakhpur, Motihari, Nathula and Moreh.
Functions of Wildlife Crime Control Bureau (WCCB)
Under Section 38(z) of the Wildlife Protection Act, 1972, the Bureau of Wildlife Crime Control (WCCB) has been authorized for the following functions :
- To collect, analyze, analyze and send information related to organized wildlife crime activities to the states and other enforcement agencies to arrest criminals.
- Setting up a centralized wildlife crime data bank.
- To take coordinated action by various agencies regarding the implementation of the provisions of the Act.
- To provide assistance to the concerned foreign and international organizations for coordination and collective action in wildlife crime control.
- To assist the State Governments to ensure the capacity building of wildlife crime enforcement agencies for scientific and professional investigation in wildlife crimes and to ensure success in cases related to wildlife crimes.
- To advise the Government of India in the context of relevant policy and laws on issues related to wildlife crime, which have national and international impact.
- It also provides assistance and advice to the customs officers in the inspection of consignments of flora and fauna as per the provisions of the Wildlife Protection Act, CITES and Import-Export Policy (Exim Policy).
What is the WildLife Protection Act, 1972
For the purpose of Ensuring Ecological and Environmental Security of the Country, this Act was Enacted for the protection of animals, birds and plants and for provision of related or relevant or incidental subjects.
This Act is applicable all over India except Jammu and Kashmir.
The objective of this Act is to provide protection to the listed endangered flora and fauna and environmentally important protected areas.
The Government of India implemented this Act with the aim of protecting the wildlife of the country and effectively controlling poaching, smuggling and wildlife and illegal trade of its derivatives.
It was amended in January 2003 and the punishment and fine for offenses under the law were made more stringent.
There are total six schedules in the Wildlife Protection Act, 1972.
According to the current data of the State Forest and Police Authority and Wildlife Crime Control Bureau (WCCB), around 2054 cases of illegal trafficking and killing of wild animals were registered in India in the last three years (2018-2020). Therefore, to curb this, the Wildlife Crime Control Bureau (WCCB) established in 2008 recently cooperated with the local Kashmiri police to seize banned products from two criminals involved in illegal wildlife trade for wildlife smuggling in Jammu and Kashmir.

- Collecting data related to Wildlife Crime and Disseminating it to various states and agencies to take prompt action specified under Section 38(Z) of the Indian Wildlife Protection Act, 1972.

- To advise customs administration in assessment of Flora and Fauna as per the Indian Wildlife Protection Act, 1972 and EXIM Policy.
- To be consistent with various foreign and global institutions to reduce the number of wildlife crimes.
- To set up a central crime data bank. To propose various functions and approaches to the Government of India for eradication of wildlife crime.
- To implement various global protocols and conferences related to wildlife in the country.
- Communicating data related to wildlife crimes to curb illegal cross-border exchange.
- To prevent illegal behavior and hunting of wildlife and wildlife by-products across the country.
How does the Wildlife Crime Control Bureau (WCCB) work?
Investigation at the crime scene : Forest officers usually keep a journal documenting relevant data. They further carry check kits to investigate the crime scene and send all the seized material to the magistrate and the collected sample for examination.
Interrogation of the accused : The officers record the confessional statement of the accused within 6-12 hours of the arrest. The signature of the accused on every confession page should be without any physical threats and cruelty to the accused.
Test of witness : Any officer who is not below the rank of Assistant Conservator of Forests is authorized to submit evidence documents. However, they may not record any heard evidence or statement of the doctor doing the postmortem.
Registering a complaint : The complaint is recorded under section 55 of the Wildlife Protection Act, 1972 with sufficient relevant facts and circumstances to prove the incident. Once the complaint is registered, there is no scope for further investigation.

United Nations Environment Award : This prestigious honor is given to institutions that play an important role in the eradication of cross-border environmental crimes. The Wildlife Crime Control Bureau (WCCB) won this award twice in 2017 for performing an operation called “Operation Save Kuma”. Under this operation, the Wildlife Crime Control Bureau fought the trafficking of turtles and their organs and arrested 350 criminals indulging in such criminal activities.
Chief Dave Cameron Award : This honor was earned by the Wildlife Crime Control Bureau (WCCB) in the year 2010 for his dedicated efforts in environmental crimes and education.
Clark R. Bavin Wildlife Law Enforcement Award : This honor is given to institutions that are involved in sting operations and are engaged in restricting illegal wildlife trade. The Wildlife Crime Control Bureau (WCCB) earned this honor in 2010 for nabbing nine poachers involved in the illegal trade of tiger and leopard skins.
